Telia is the leading new generation telecom operator in the Nordics and Baltics with around 21 000 employees and 17 million mobile subscriptions, 5.2 million fixed subscriptions and 1.7 million TV subscriptions . Telia Finland provides a full stack of telecom and TV services for B2B, B2C and B2O segments in Finland and has a variety of development initiatives ranging from sales campaigns and product development to building a companywide CRM system.
Development is performed by various vendors and internal players using waterfall projects, programs and agile methods. In addition, Telia has a complex matrix organization with multiple business requirements to prioritize. It has been extremely challenging to manage and prioritize development initiatives from various business segments and to gain visibility to funding and resourcing these initiatives. Each segment (B2B, B2C, B2O) had their own portfolios and disputes about the priorities and even individual developers were commonplace.
To manage all this, Telia started the implementation of full SAFe model. The idea was to have all development in one operational portfolio—whether it is product development, application development, enabler development or process development. This enables the organization to truly and continuously prioritize the development activities in relations to each other and not just segment wise. Notably, the SAFe 4.5 Large Solution level brings the business much needed visibility and control to manage diverse large entities, their dependencies and priorities.
